A newer ring that is going up or down 2 sizes is almost always safe to resize. However, an antique ring that has been worn for decades is going to have a much thinner shank, in those instances a new shank may be required for sizing because the metal is too thin to work with. Other factors include how much stones are in the ring, if a ring is covered in pave stones there may be a limit to how much the band can expand or contract before putting all the pave stones in jeopardy.
